On May 25, 2021, a meeting of the Committee for Ground Air Traffic Control, Navigation, Landing and Communications of the Union of Aircraft Manufacturers of Russia was held.
Meeting participants discussed issues related to the integration of unmanned aerial vehicles into the unified airspace of the Russian Federation.
Presentations were made by Chairman of the Committee - Deputy CEO of Azimut JSC V. V. Solomentsev, Head of the Department of the Ministry of Transport of Russia A. S. Nikiforov, Head of the Centre for the development of innovative technologies and accounting of unmanned aerial vehicles (UAVs) of FSUE «State ATM Corporation» D. V. Ovchinnikov, Director General of the AeroNext Association G. V. Babintsev and Designer General of Aviatelekominvest LLC V. V. Shifrin.
The meeting noted the need for coordinated work of federal executive authorities, operators, developers of UASs, systems and facilities supporting UAV flights, tasks of scientific organizations and industrial enterprises.
The meeting highlighted the need to identify new concepts for aviation such as Air Traffic Management (UTM), Urban Air Mobility (UAM), their proportions and interaction with the UATMS authorities. In order to make more progress as soon as possible in the integration of UASs, the Committee members noted the need to develop an Airspace Operational Concept, taking into account new aviation actors such as unmanned aerial systems (UASs), urban air mobility (UAM) vehicles, high-altitude pseudo-satellites, suborbital aircraft, supercharged balloons, supersonic aircraft, spacecraft and many others. The existence of such an Operational Concept would allow for the timely formulation of technical requirements for the system and facilities ensuring and organizing flights of these aircraft together with traditional manned ones, operational procedures and regulatory framework.
